The city of Ballinger, population 3,800 is a home rule city. The City Administrator manages and directs the day-to-day activities of the City of Ballinger based upon the ordinances and policies established by the City Council. The City Administrator is responsible for the managerial oversight of all department heads and subordinate staff included on the City of Ballinger payroll to meet the needs of the citizens of the City. Work involves collaboration with local businesses and government institutions to continue the economic development of the Ballinger community and provide advanced opportunities to the residents of the City. This position oversees the operation of each of the City’s departments including; Fire, Public Works/Parks, Administration, and any other departmental designation agreed upon by the City Council. The City Administrator shall be responsible for the oversight and implementation of all the City’s special projects including grant implementation. Work shall include serving as a representative of the City of Ballinger on City, County, Regional, and State Boards and professional organizations that directly benefit the City of Ballinger. Ongoing professional development in the areas of public administration and management are expected.
- Serves as Chief Administrative and Executive Officer of the City
- Reports to the City Council and Mayor
- Ensures that all State and Federal Laws and City ordinances are enforced
- Appoints, manages and removes all heads of departments and subordinate officers and employees of the City; except for department head under the direct control of the City Council
- Implements the policies and ordinances of the City Council
- Researches and reports on subjects as directed by the City Council
- Represents the City with citizens, the community, the public, and external organizations
- Performs other such related duties as may be assigned
Education, training, experience:
Preference will be given to the candidate possessing a bachelor’s degree in public administration, business administration or related degree with at least five (5) years of experience in city government as a City Manager/Administrator, Assistant City Manager/Administrator, City Financial Officer, or other senior management position with major emphasis in management and fiscal affairs; or ten (10) years minimum experience in performing above tasks in lieu of degree.
The selected candidate must be proficient in finance, purchasing, (contractual agreements), economic development, human resources, general management and the use of technology. The candidate must also be able to establish and maintain effective working relationships with other employees, city and other officials and the public.
The selected candidate shall be required to become a resident of the City of Ballinger during his tenure with the City.
