00:00:10 – 1. Call meeting to order.

00:00:20 – 2. Prayer and pledge of allegiance.

00:01:20 – 3. Consider approval of the minutes of the September 16, September 20 and October 7, 2019 meetings.

00:02:13 – 4. Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. Per the open meeting act, the City Council may not deliberate on items presented under this agenda item. All presentations are subject to a five (5) minute time limit.

00:09:39 – 5. The City Council may consider, discuss and authorize approval of authorization to the Ballinger Fire Department to apply for a grant with Walmart Foundation.

00:10:36 – 6. The City Council may consider, discuss and authorize action to approve the 2020 holiday schedule.

00:12:08 – 7. The City Council may consider, discuss and authorize action to approve the dispatching contract with Runnels County.

00:33:03 – 8. The City Council may consider, discuss and authorize action to approve the engineering contract with Hibbs & Todd on the 11th street standpipe repairs.

00:37:20 – 9. The City Council may consider, discuss and authorize the installation of a stop sign on the corner of 7th Street and Sargent Avenue.

00:46:59 – 10. The City Council may consider, discuss and authorize the installation of signs to designate 11th Street from East Avenue to Country Club Road as a school zone.

00:51:24 – 11. Consider approval of building permits.

01:06:18 – 13. Hear request for future agenda items from City Council.

The City Council shall meet in executive session as authorized by Texas Government Code, Section 551.071 (Consultation with City Attorney to review the contracts with Republic Waste Service Agreement and City of Abilene Water Agreement).
